Locally in Montréal, Qc, you don't need an inspection sticker. More seriously, neither your article nor your profiles tells us where you live, which would lead me to believe that you live in ... NY ?
I have seen the same behavior four or five times in the last 8 months. Rebooting, errr, turning the ignition key on on and off turns the beep off. Probably a silly software glitch.
